RG 146

What are the obligations under ASIC RG 146?

ASIC RG 146 obliges Licensees and Principals to ensure that their Representatives are adequately trained and educated and that this requirement will continue after the enactment of the Financial Services Reform Act (FSRA). In order to fulfill their obligations under ASIC RG 146, Licensees and Principals will be required to analyse the tasks and functions that their representatives perform, determine the appropriate knowledge and skill requirements, and implement training programs that comply with ASIC's requirements. In addition, Licensees and Principals assume responsibility for the representatives' ongoing training and will be required to develop annual training plans for each representative, implement adequate systems to demonstrate compliance with these training requirements and monitor whether training plans and objectives have been achieved. 

Who does ASIC RG 146 apply to?

RG 146 applies when financial service representatives advise non-professional (retail) investors. It does not apply to persons who answer routine administrative queries. Ideally, however, all staff should be encouraged to undertake accreditation so that their knowledge and skills meet the stockbroking industry's benchmark.

How do you comply with ASIC RG 146?

Broker's staff who have attended ASIC approved training programs and successfully demonstrated their knowledge, skill and integrity will be deemed to have met ASIC's requirements. SAA Accreditation is registered with ASIC as an RG 146 accreditation program. In addition Stockbrokers Association Accreditation is a program specifically designed for the stockbroking industry and will lead to a professional designation for industry practitioners.

If so, then you should enrol in the Stockbrokers Association Core 1 (RG146 Accreditation) Securities & Managed Investments. 

Core 1 (RG 146 Accreditation) Securities & Managed Investments

The Stockbrokers Association Core 1 (RG146 Accreditation) Securities & Managed Investments provides candidates with the specialist knowledge and skills necessary to provide financial product advice to retail clients in securities and managed investments. It focuses on the relevant market participants, product types, characteristics and applications. It looks in-depth at asset classes and their use in investment portfolios, reviews investment manager styles, and the use of alternative investment strategies and benchmarks. Candidates are introduced to basic techniques for analysing product performance and making investment and trading decisions in relation to product types. The benefits and risks associated with the different securities and managed investment products are explored. The regulatory and taxation issues affecting the use of securities and managed investment products are outlined.

RG146 Accreditation also introduces candidates to the skills requirements for retail client advisers under ASIC RG146. Candidates learn techniques for identifying and analysing client needs and objectives, developing a client risk profile, conducting relevant research, and developing appropriate investment strategies to meet client’s needs using securities and managed investment products. For experienced client advisers, this section of the RG146 Accreditation provides a useful refresher in preparation for the Statement of Advice to be completed as part of the assessment. Candidates who undertake the RG146 Accreditation for CPD purposes receive 20 hours of CPD (8 hours of which are Compliance CPD and 12 hours of which are General CPD).

How will the Core 1 (RG 146 Accreditation) Securities & Managed Investments be delivered?

The Stockbrokers Association RG146 Accreditation is part of the Professional Stockbrokers Program. It is delivered by our partner DeakinPrime, the corporate education arm of Deakin University, and is offered by distance education. Candidates will receive comprehensive study and reference materials in printed format for accreditation. Additional program information and other useful resources and study support will be provided online. Candidates have three (3) months to complete the Accreditation.

$590.00 for Individual members
$790.00 for employees of SAA members organisations
$990.00 for non members per Accreditation
*All Prices are quoted in Australian Dollars and are exempt of GST

Re-sit or Remark

$250.00 will be charged for candidates who require a re-sit or remark of any Accreditation, Exam or Assignment. Candidates must enrol for a re-sit within 14 Days of failing the exam. They are required to complete the exam within a maximum of 14 days from the date they receive confirmation of registration for the re-sit from the Stockbrokers Association. (All Prices are quoted in Australian Dollars and are GST Free).
 
All candidates are required to nominate a supervisor supervise their online exam.
